Should Holmpton set reduced speed limits?

Speeding through and within the village has been the topic of much conversation lately. A number of residents have expressed concern about speeding, not just on the main road through the village, but in particular on School Lane.

The matter was discussed at length between parish councillors and one of our ERYC Ward Councillors – who was invited to attend the last meeting so as to be a part of the discussion at the early stages – offered guidance on how to best deal with the problem. If we could just ask for reduced speed limits, flashing lights, police presence and speed bumps it would be ideal, but there is a procedure we need to follow and we want to share this with you, the residents of Holmpton.

Please do take a moment to read this information as if we are to get any action, everyone needs to know how we can work together to get some action.

Holmpton was first included in the process to address residents’ concerns with speed in 2017. A seven-day traffic survey was carried out, under the Council’s Speed Management Policy on Main Road, Holmpton. It did not qualify for mobile camera support from Safer Road Humber. Furthermore, the opportunity for Community Speed Watch and the hiring of SIDs was not taken up in the three-year limit after the survey.

The result may well have been flawed in the above instance due to a road sweeper detaching the speed strips which will have had an effect on the score. However, to move forward, this is what WE have to do. The parish council needs the help and support of the village. To request a current survey, residents can approach the parish council and ward councillors in the first instance, who can request a survey from the Traffic Management team. Traffic surveys are prioritised on safety and the location would be in the priority order for the 2023-2024 financial year. An engineer will visit the site to make an assessment and this will determine the course of action and priority within the speed Management Programme.

The local Community police teams also support residents with their speeding concerns and may be contacted on the non emergency no. 101. Please be mindful that in some cases, speed is not the full reason behind residents expressing their concerns, as there may be other factors that can be addressed such as increased volumes, priority conflicts or anti-social driving behaviour. After the assessment data is collected, to give their engineer a better understanding of the traffic issues in the area.

The TMT are happy to work with the parish council and Ward councillors. Holmpton Parish Council is more than happy to start collating your concerns.

If you witness speeding in the village, let us know. Drop us a line via email and we’ll keep the necessary information in the short term to back up our requests for an assessment. Your input is needed here and if you can take a couple of minutes to send in examples of speeding already witnessed, we will include it. Just a few lines will suffice to let us know whereabouts the speeding took place, what time, the vehicle and brief details of what happened.

We all know School Lane is just that – a lane. It has blind bends, concealed entrances and certainly isn’t wide enough to accommodate any driver error. There are no footpaths or lighting, the verges are in a poor state and there are potholes all over. There’s a children’s nursery further down the lane, horse riders and children to consider.

The sooner we have some evidence, the sooner we can get an assessment. Please help us to help you and improve the situation in the village. It won’t happen overnight and here is a no quick fix, but if we can work together on this and stick with it for the duration, we hope to achieve something positive.
